Der Umfang einer zulässigen Über-/ Unterproduktion und deren Behandlung wird gesondert von der EZB festgelegt und ihr im Rahmen des gemeinsamen Meldesystems über den Produktionsfortschritt ordnungsgemäß gemeldet.

The amount of allowed over/ underproduction and their treatment must be specified separately by the ECB, and must be accurately reported to the ECB in the frame of the common reporting system on production progress.

Erstens ist es für die Regionen sehr wichtig, für die großen sogar lebenswichtig, und zweitens können wir, wie wir hier gehört haben, mehr produzieren, weil wir jetzt eine Unterproduktion bei diesen Erzeugnissen haben.

Meines Erachtens sind wir an einem Punkt angekommen, an dem wir einige grundsätzliche Fragen stellen sollten. Das bedeutet auch, folgenden Sachverhalt zu hinterfragen: Wie lässt sich eine Erhöhung der Quoten eigentlich rechtfertigen, wenn die Lage in Europa durch Unterproduktion und die Nichtausschöpfung von Quoten geprägt ist?

I think the point we have arrived at requires the asking of fundamental questions, which includes the fact that, if we have a prevailing underproduction and sub-quota situation in Europe, then what really is the underlying justification for increasing quotas?
