Ich verhehle daher nicht meine Meinung: Es sollte ein Prinzip bzw. Recht der kommunalen Selbstverwaltung sein, soziale Dienstleistungen und damit auch sozialen Wohnbau selbst zu definieren und die sozialen Dienstleistungen aus dem Wettbewerbs- und Beihilfenrecht herauszunehmen.

Diese Unsicherheit führt nun zu unheimlich vielen Schwierigkeiten in den Mitgliedstaaten, wenn es darum geht, Entscheidungen selbst zu treffen, und zwar in einer Form, die auch wirklich dem entspricht, was wir für die Menschen und insbesondere beim sozialen Wohnbau brauchen. Denn da geht es um Menschen, die nicht genug Geld haben, um sich frei bewegen zu können.

This uncertainty leads to a great many difficulties in the Member States in relation to taking decisions themselves, specifically in terms of shaping those decisions so that they truly match up to what we need for these people and, in particular, for social housing, as these are people who do not have enough money to be able to move about freely.
