Die feierliche Eröffnung fand am 1. Mai 1931 durch US-Präsident Herbert Hoover und den vormaligen Gouverneur Al Smith statt. Das Ereignis wurde landesweit über das Radio übertragen. Smith ließ bei der Einweihung des Bauwerks das Band am Eingang von seinen Enkelkindern durchschneiden. Am Abend des Eröffnungstages wurde das Gebäude zum ersten Mal hell erleuchtet, auch in jenen Bereichen, in denen das Gebäude überhaupt nicht vermietet war.

The opening ceremony was held on 1 Of May 1931 by U.S. President Herbert Hoover and the former Governor Al Smith. The event was broadcast nationally on the radio. Smith was at the dedication of the building at the entrance cut through the tape of his grandchildren. On the evening of the opening day, the building was lit for the first time, even in those areas where the building was not rented.
