TheGraduate Institute of International Studieswas founded in 1927. Its moving spirits were the scholar–diplomats William Rappard and Paul Mantoux who worked together as senior officials in the secretariat in the first headquarters of the League of Nations building, the "Palais Wilson". Their shared vision was for a graduate school for preparing statesmen and secretariat staff via impartial study of international relations as an academic field.
