From an aggregative point of view, not only should imports be widely spread, but their total volume should be limited to a normal flow, governed mainly by export earnings. The liberaliza­tion of restraints on importing need not mean an immediate in­crease in imports. Significant domestic unemployment (resulting from a fall in aggregate production) can be avoided if increases in a8'§Tegate imports are matched by increases in aggregate exports. A flexible or freely floating exchange rate (with an initial sub­stantial devaluation) is probably necessary at first to ensure that the two are matched as the initial shock of liberalization takes hold. In this way, the economy has an immediate reallocation problem but no need to slacken overall resource use.

Tropical tuna are known to associate with floating objects. Because fish are easier to detect and to catch when around these objects, fishermen have extensively deployed a large number of artificial floating objects in the tropical oceans. Although such objects are referred to as Fish Aggregating Devices (FADs), there is yet no strong evidence that fish do show an aggregative behaviour around them. The high probability of finding tuna around FADs may be the result of an aggregation process (high density of fish because fish stay for a long time around FADs) as well as an attraction process (high flow of fish through FADs). We analysed the movements of 14 yellowfin tuna, Thunnus albacares, in relation to FADs moored in the Indian and Pacific Oceans (corresponding to all the published tracking data) to determine whether the observed movement patterns resulted from an aggregation or an attraction process.

Tropischer Thunfisch sind dafür bekannt, mit schwimmenden Objekten zu verknüpfen. Weil Fische leichter zu erkennen und zu fangen, wenn sie um diese Objekte sind, haben die Fischer ausgiebig eine große Anzahl von künstlichen schwimmenden Objekten in den tropischen Ozeanen eingesetzt. Obwohl solche Objekte als Fischsammelgeräten (FAD) bezeichnet werden, gibt es noch keine starke Beweise dafür, dass der Fisch sich eine aggregative Verhalten um ihnen zu zeigen. Die hohe Wahrscheinlichkeit, Thunfisch rund FAD kann das Ergebnis einer Aggregation (hohe Dichte der Fische, da Fische für eine lange Zeit um FAD zu bleiben), sowie einer Attraktion Prozesses (hohe Strömung von Fisch durch FAD) sein. Wir analysierten die Bewegungen von 14 Gelbflossenthun, Thunnus albacares in Bezug auf FAD im Indischen und Pazifischen Ozean (entspricht allen veröffentlichten Tracking-Daten) festgemacht, um festzustellen, ob die beobachteten Bewegungsmuster aus einer Aggregation oder eine Attraktion Prozess führte.
