Dieses System für den Emissionsrechtehandel im Luftverkehr sollte unabhängig vom Herkunftsland des jeweiligen Luftfahrtunternehmens alle Flüge zu und von den Flughäfen in der Europäischen Union erfassen, nach Möglichkeit auch Interkontinentalflüge durch den Luftraum der EU.
