As Figure 1 shows, cumulative growth since 1999, taking the Commission’s spring 2003 forecasts at face value for 2003 and 2004, has been highest in Ireland, Greece, Luxembourg and Spain, and lowest in Germany and Italy. There are no simple explanations for these figures (Begg, 2003), but the persistence of these growth disparities is striking: six years is beyond the temporary fillip of short-term factors.

Evidently the "liberalization" and capital inflow have increased the basic distortions in the economy, although the immediate crisis is overcome. Import-competing industries, which already receive extraordinary protection, expand while domestic producers of many intermediate inputs, capital goods, and even some wage goods continue to be unprotected. The moderate devaluation hardly compensates for foreign-financed inflows of competitive imports in the decontrolled categories in the short run and for the bias of differential import restrictions in the long run. Exporters receive a short-term fillip from the devaluation, but the longer-term anti-protection implicit in continued import restrictions'5 weighs heavily on them as well. It is not surprising, therefore, that export earn­ings fail to rise sufficiently to permit the high level of imports to continue once the immediate capital inflow slackens.

Exporteure erhalten eine kurzfristige Auftrieb aus der Abwertung, sondern die längerfristige anti-Schutz implizit in Fortsetzung Import restrictions'5 lastet schwer auf sie als gut. Es ist daher nicht verwunderlich, dass Exporterlöse ausreichend nicht gewachsen zu ermöglichen das hohe Niveau der Importe einmal den unmittelbaren Kapitalzufluss erschlafft fortsetzen.
