Firstly, with regard to the budget, Amendment 64 increases it substantially, albeit only indicatively.

Hallo Herr Neubauer, Thanks a lot for the meeting at JLL last Friday. I thought it was very helpful. In conjunction with this meeting and my email below, we would like to reaffirm our indicative pricing for the former Hertie scheme as well as communicate to you herewith an indicative purchase price of €2.5m for the adjacent plot (Stromstrasse). Both projects together would therefore add-up to indicatively €26m. We would certainly look to develop Stromstrasse with you and as a result you may want to add on top of the indicative all-in purchase price your development fee which you would generate in this context.
