From the outset, it was decided to use a « megaphone approach » to optimise the resources available and spread the information as widely as possible, the idea being that each target group would pass on information to others( e.g. retailers giving leaflets to their customers), with larger audiences being targeted as the campaign progressed.

Von Anfang an wurde entschieden, die „Megafon-Methode » anzuwenden, um die verfügbaren Ressourcen zu optimieren und die Informationen so weit wie möglich zu streuen. Der Grundgedanke dabei war, dass jede Zielgruppe Informationen an andere Personen weitergeben würde( dass zum Beispiel Einzelhändler Flugblätter an ihre Kunden verteilen würden) und so im Verlauf der Kampagne ein immer größer werdendes Publikum angesprochen werden könnte.
