Im Falle Deutschlands rechtfertigen der Uebergang von der in den neuen Bundeslaendern vor der Herstellung der Einheit bestehenden Planwirtschaft zur Marktwirtschaft und die damit einhergehende Veraenderung der landwirtschaftlichen Produktionsstrukturen sowie die dazu erforderlichen Investitionen die Anwendung eines anderen Bezugszeitraums , naemlich 1992 / 93 , und die Erhoehung der innerhalb dieses Zeitraums erzeugten Menge um 90 000 Tonnen ; ferner ist die Schaffung einer Reserve fuer Deutschland gerechtfertigt , um die Erzeugung infolge von Investitionen abzudecken , die in irreversibler Weise vor dem 1. Januar 1994 eingeleitet wurden , sofern dies nicht im Rahmen des Deutschland zugeteilten Kontingents moeglich ist . Diese Mengen koennen nicht in einem Gemeinschaftskontingent in Hoehe von 1,5 Millionen Tonnen bereitgestellt werden . Sie sind daher der letztgenannten Menge hinzuzufuegen .
