If we are talking about a stable integration, a stable laying down of roots in a society, then people should not live for five years with the idea that the next day or perhaps at the end of this period they will have another status which may be much better, let alone that at the end of this five years they may find themselves facing another five years in this intolerable state of uncertainty.

Wenn wir von einer stabilen Integration, einem stabilen Hineinwachsen in eine Gesellschaft sprechen, dürfen die Leute nicht fünf Jahre lang damit rechnen, am nächsten Tag oder vielleicht nach Ablauf dieses Zeitraums nochmals einen anderen, einen weitaus besseren Status erhalten zu können, und schon gar nicht dürfen sie nach diesen fünf Jahren noch weitere fünf Jahre im ungewissen gelassen werden.
