In 1982, he founded the Organización de Izquierda Revolucionaria - Línea de Masas, a revolutionary leftist organisation and in 1989, went on to establish the Partido de la Revolución Democrática (Party of the Democratic Revolution). Between 1994 and 1997, he was the federal deputy in the 56th parliament and secretary of the labour and social security committee. From 1996 to 1999, he was Mexico City’s president, after he stood as a candidate for the Partido de la Revolución Democrática, which had won an absolute majority in the legislative assembly of Mexico City.
