The Norwegian authorities have therefore proposed on the basis of the flexibility rules to exclude from the five low population density counties certain parts that are not considered to be in need of regional aid and to include "NUTS III parts" meeting the low population density test in contiguous NUTS III regions with higher population density.

Daher haben die norwegischen Behörden vorgeschlagen, unter Anwendung der Flexibilitätsregeln bestimmte, für nicht beihilfebedürftig erachtete Teile der fünf Provinzen mit geringer Bevölkerungsdichte auszuschließen und dafür in angrenzenden NUTS-III-Gebieten mit insgesamt höherer Bevölkerungsdichte gelegene NUTS-III-Gebietsteile, die das Kriterium der geringen Bevölkerungsdichte erfüllen, aufzunehmen.
