Why is Parliament accepting the fact that the Commission can refuse it permission to withdraw its vote of confidence in a commissioner if it so requests?

Warum akzeptiert das Parlament die Tatsache, dass, falls das Parlament sein Vertrauensvotum für einen Kommissar widerrufen möchte, die Kommission dies verweigern kann?

That is a vote of confidence.
