Initial plans saw the autobahn network expand by 1,000 kilometers every year. That worked until 1938. From 1940 onwards, prisoners of war were used on the building sites. Between 1941 and 1942, construction almost came to a complete halt. Just how much autobahn construction was inspired by war preparations is not clear. The building process didn’t significantly change the unemployment figures.
