Putting all three of these LDC success stories together, what has been learned from them? • It is within the monetary and fiscal capabilities of the develop­ ing countries to use high nominal rates of interest and control over M to embark on sharp changes in monetary policy away from re­ pression and toward real financial growth. • Stabilization of the price level need not be accompanied by an economic depression if policy permits the banking system to play its intermediary role. • High nominal rates of interest can be juggled effectively to off­ set expected and experienced inflation if the latter is progressively reduced to "moderate" levels. It seems likely, however, that com­ plete elimination of inflation in the wholesale price index is the preferred strategy.20
