Ziel des Verordnungsentwurfs ist es festzulegen, inwieweit Artikel 12, Artikel 13 Absatz 2 und Artikel 14 des Protokolls, die vorsehen, daß Beamte und sonstige Bedienstete der Gemeinschaften in bestimmter Hinsicht von der Gerichtsbarkeit und der Meldepflicht für Ausländer befreit sind und bestimmte persönliche Einrichtungsgegenstände zollfrei einführen dürfen, und regeln, welchem nationalen Steuersystem sie( für nicht auf Arbeitsentgelte erhobene Steuern) unterliegen, für Bedienstete der EZB Anwendung finden.

The objective of the proposal is to define the applicability to ECB staff of Articles 12, 13( 2) and 14 of the Protocol, according to which officials and other servants of Community institutions and bodies are in certain respects immune from legal proceedings, are not subject to formalities for the registration of aliens and have the right to import free of duty certain personal equipment, and which specify rules for the national tax regimen to which such officials and servants are subject( for taxes other than those on salaries).

Ansonsten gilt die Meldepflicht für in vollem Umfang meldepflichtige Institute.
