Mitglied der Kommission. - Herr Präsident! Zunächst möchte ich Ihnen mitteilen, dass mein Kollege, Herr Dimas, sehr bedauert, bei unser heutigen Aussprache nicht anwesend sein zu können, aber, wie Sie wissen, vertritt er zur Zeit die Gemeinschaft auf der Weltklimakonferenz.

Member of the Commission. - Mr President, first of all I would like to say that my colleague Mr Dimas regrets not being able to be here today for this debate but, as you know, he is at the global warming conference and he has to represent the Community there.

ist erfreut über den positiven Gesamtverlauf der humanitären Hilfe der Kommission im Rahmen der Tsunami-Katastrophe; bedauert jedoch, dass die Soforthilfemaßnahmen nicht adäquat koordiniert wurden; fordert die Kommission auf, einerseits die Rollen der GD ECHO und der GD Umwelt (Gemeinschaftsverfahren für den Katastrophenschutz) klarer zu definieren und andererseits Konzepte zu entwickeln, die die Unterstützung der betroffenen Regionen bei der Koordinierung der verschiedenen Geber sicherstellen, und begrüßt, dass die Kommission bereit ist, das Parlament regelmäßig schriftlich über die Fortschritte zu informieren;

Welcomes the positive overall deployment of humanitarian aid by the Commission in connection with the tsunami disaster; however, regrets the fact that the emergency aid measures were not adequately coordinated; calls on the Commission to define more clearly the roles of DG ECHO and DG Environment (Community procedures for disaster management) and to develop approaches that ensure the support of the regions concerned when coordinating the different donors, and welcomes the Commission's willingness to inform Parliament regularly in writing of progress;

20. beabsichtigt, den Haushalt der Union zugunsten von Maßnahmen für junge Menschen aufzustocken, nicht zuletzt angesichts der Bedeutung, die die Kommission der Förderung der Mobilität bei Bildung und Weiterbildung und der effektiven Ausschöpfung des Potenzials der Jugend beimisst; unterstreicht die Bedeutung von Austauschprogrammen auf diesem Gebiet; besteht darauf, dass das Programm Erasmus auf Schüler auf der Ebene der Sekundarstufe und auf junge Unternehmer ausgeweitet wird; verweist auf die Notwendigkeit, das Pilotvorhaben zur Ausweitung von Erasmus auf Lehrlinge weiterzuführen; bedauert, dass die Kommission in ihrer Finanzplanung die Mittel für das Programm Leonardo da Vinci im Vergleich zum Haushaltsplan 2005 gekürzt hat;

20. Intends to reinforce the EU budget for actions for young people, also in line with the Commission's emphasis on promoting mobility in education and learning and the effective use of the potential of youth; stresses the importance of exchange programmes in this field; insists that the Erasmus programme be extended to cover students at secondary-school level and to young entrepreneurs; recalls the need to follow up the pilot project to extend Erasmus to apprentices; regrets that the Commission, in its financial programming, reduced the appropriations for the Leonardo da Vinci programme in comparison with the 2005 budget;

1.27 bedauert, dass die Kommission die Entwicklung von Indikatoren zur Messung der erzielten Ergebnisse den einzelnen Mitgliedstaaten überlässt; fordert deshalb die Kommission nachdrücklich auf, auf Gemeinschaftsebene qualitative und quantitative Mindestziele sowie Indikatoren festzulegen;

1.27 is concerned about the fact that the Commission is leaving it up to the individual Member States to develop indicators to measure the achieved results; urges therefore the Commission to establish quantitative and qualitative indicative targets and indicators at Community level;
