So kommt es zu dem Paradox, dass wir einerseits Vorschläge für eine Richtlinie wie diese zur Festlegung von Mindestnormen für die Aufnahme von Asylbewerbern prüfen, während andererseits große Teile ihres Inhalts von anderen Richtlinien abhängen, die noch im Rat ausgekocht werden, so wie es bei der Richtlinie über Asylverfahren oder der durch den Lambert-Bericht zur Erörterung anstehenden Richtlinie über das Flüchtlingsstatut der Fall ist.
