Garantiert Artikel 10 EMRK aufgrund der Bezugnahme in Artikel 6 des Unionsvertrags den externen Informationspluralismus im Rundfunksektor und verpflichtet damit die Mitgliedstaaten, in dem Sektor einen wirklichen Pluralismus und einen wirksamen Wettbewerb zu gewährleisten, der auf einem kartellrechtlichen System beruht, das in Bezug auf die technologische Entwicklung den Zugang zu den Netzen und die Pluralität der Betreiber sichert, ohne Möglichkeit, duopolistische Marktstrukturen als rechtmäßig anzusehen?
