Therefore, in the absolute conviction that it is necessary to identify clearly which aspects of this activity should be managed at European level and at the instance of the Council, the Commission has taken the initiative to present and design the Philoxenia programme to assist tourism, intended to stimulate the quality and competitiveness of European tourism, given the fierce competition we have faced in recent years with the appearance of new destinations, and emphasizing balanced and sustainable development of the tourist sector, the satisfaction of the needs of the tourist and the rational use of natural, cultural and infrastructure resources.

Die Kommission hat daher in der Überzeugung, daß es zunächst zu ermitteln gilt, welche Aspekte dieser Wirtschaftszweig in die Zuständigkeit der Europäischen Gemeinschaft und des Rates übernommen werden sollten, das Programm PHILOXENIA zur Förderung des Tourismus entworfen und vorgestellt, das die Verbesserung der Qualität und Wettbewerbsfähigkeit des europäischen Tourismus zum Ziel hat angesichts einer uns mit der Erschließung neuer Reiseziele in den letzten Jahren erwachsen gigantischen weltweiten Konkurrenz, wobei bei der Befriedigung der touristischen Bedürfnisse besonderer Nachdruck auf die ausgewogene und nachhaltige Entwicklung des Tourismussektors und Wert auf die vernünftige Nutzung der natürlichen und kulturellen Ressourcen sowie der Infrastrukturen gelegt werden soll.
