The disparity was nurtured by geography. Because of the remote location of the Philippines, it was not easy for the Spanish government to monitor activities, including education, in the islands. This remoteness enabled the friars to have absolute control of education. It did not matter at all that the objectives, content and organization of instruction were contained in royal decrees because the implementation was left entirely to the discretion of the friars.

When Filipino children showed interest and facility in learning, the friars just used other instructional materials (books and pamphlets) to each the same subjects of writing, reading, arithmetic and music as well as various arts and trades. In the classrooms, advanced students assisted the teacher-missionaries as class monitors.

However, because the friars were the sole administrators of the schools, they became the convenient target of criticisms for all the educational problems during the period (Martin, 1980). It is interesting to note that 400 years later, these same problems persist and continue to trouble the present educational system.
