In this regard, two European measures need to be speeded up: the process for granting EU macro-financial assistance and the visa waiver for journeys made to the EU by citizens from the Republic of Moldova.

(19) The eight airlines (Austrian Airlines, British Airways, Finnair, Hapag Lloyd Flug, Iberia, Lufthansa, Scandinavian Airlines and TAP, hereinafter referred to as "the eight companies") are of the opinion, as expressed in their joint letter of 17 March 2005, that the conditions for granting rescue aid have not been met, that Alitalia's restructuring plan entails new aid, and that the combination of these two facts produces significant spill-over effects.

It is in this context that I should like to refer to the particular importance of granting state aid to island regions, where the cost of fuel and energy has an adverse impact on their competitiveness and on the flexible application of both existing and future state aid in relation to the cost of transport, the application of an integrated policy on tourism, the application of an effective business policy and the immediate creation of an administrative unit for islands at the Regional Policy DG on the basis of experience acquired by the administrative unit for remote regions, the operation of which will safeguard all the peculiarities and needs of the islands and of their permanent and seasonal inhabitants which are taken into account in the development and application of European policies, especially in the transport, energy and water resource management sectors.

Zudem möchte ich betonen, dass es notwendig ist, eine integrierte Fremdenverkehrspolitik und eine effiziente Unternehmenspolitik zu verfolgen und innerhalb der Generaldirektion Regionalpolitik auf der Grundlage der Erfahrungen, die die Dienststelle für Regionen in äußerster Randlage bereits gesammelt hat, unverzüglich eine solche Dienststelle für die Inseln zu errichten. Eine solche Behörde wird all den Besonderheiten und Bedürfnissen von Inseln und ihren dauerhaften und saisonalen Bewohnern Rechnung tragen, die bei der Entwicklung und Umsetzung gemeinschaftlicher Politiken insbesondere in den Bereichen Verkehr, Energie und Bewirtschaftung der Wasserressourcen berücksichtigt werden.
