The early years of the euro have been dominated by debate on, and analysis of, the conduct of macroeconomic policy and the suitability of the policy system, notably the Stability and Growth Pact (SGP). EMU will, however, ultimately be judged less on processes than on whether it delivers stable and sustainable growth, not just for the euro area or the EU as a whole, but also for its constituent parts. In particular, unless an acceptable degree of economic and social cohesion is assured, the value of EMU will be questioned.

Die frühen Jahre des Euro wurden durch die Debatte über dominiert worden, und die Analyse von, das Verhalten der makroökonomischen Politik und der Eignung des politischen Systems, insbesondere des Stabilitäts-und Wachstumspakt (SWP). Looking back over the early years of monetary union, it is evident that a sound macroeconomic framework is successfully in place. The question now is to examine how well policies are implemented; how strongly structural reforms support the adjustment process; and how decisively euro area governance can be consolidated. This communication has highlighted priorities that should ensure the smooth functioning of an enlarging euro area, and enhance its contribution to the world economy. Achieving this will require deeper policy coordination and improved governance, in particular through the Growth and Jobs Strategy and in the context of the Eurogroup. Forging the necessary political consensus will be a challenging task. Yet this is essential if European citizens are to benefit fully from the economic and monetary union, and if the 10th anniversary of the euro is to be approached on a path of sustained growth.

Im Rückblick auf die ersten Jahre der Währungsunion wird deutlich, dass ein solider makroökonomischer Rahmen erfolgreich genutzt wird. Nun ist die Frage zu beantworten, wie gut die Politiken umgesetzt sind; wie stark Strukturreformen den Anpassungsprozess unterstützen; und wie die Verwaltung der Euro-Zone entscheidend konsolidiert werden kann. Diese Mitteilung hat Prioritäten hervorgehoben, um das reibungslose Funktionieren einer erweiterten Euro-Zone zu sichern und ihren Beitrag zur Weltwirtschaft zu verstärken. This special issue, as its title implies, explores different dimensions of the links between EMU and cohesion. In so doing, it tries to shed light on the question of how the real economy will be affected by the advent of the euro and by the intensification of economic integration that it implies. Although the impact of EMU on the stability of macroeconomic conditions and, especially, on inflation is progressively becoming better understood, it is much less clear how growth and employment will be affected and whether spatial imbalances in economic performance will be diminished or aggravated.

Barry notes that there are diverse explanations for the trajectories of the four cohesion economies over the last 40 years. He points to labour market problems as a drag on economic development in Ireland prior to the mid- 1980s and in Spain in the period between the death of Franco and the labourmarket reforms of the 1990s. Lax macroeconomic policies have been problematic in several instances, while weak public administration is also identified as a difficulty. Barry is, however, optimistic that the combination of recent microeconomic reforms, driven in part by the developing EU agenda, and the more stable macroeconomic policies that EMU requires will stimulate further convergence.
