We must be clear that this report and the action programme itself are not about combating the trade in drugs, but about the public health aspects of the drugs problem, and our guiding principle here must be that a humane, tolerant and pragmatic approach -and I see that even as I speak Mrs Oomen-Ruijten is leaving the Chamber, which is a great pity -is a more effective means of prevention than treating drugs users harshly and repressively.

Dabei müssen wir uns darüber im klaren sein, daß dieser Bericht und das Aktionsprogramm nicht den Kampf gegen den Drogenhandel zum Gegenstand haben, sondern die Volksgesundheitsaspekte des Drogenproblems.Ausgangspunkt dabei muß sein, daß ein humaner, toleranter und pragmatischer Ansatz -ich sehe, daß Frau Oomen bei diesen Worten den Saal verläßt, was ich bedauere -bei der Prävention besser ist als ein strenges, repressives Vorgehen gehen die Drogenkonsumenten.
