1.5 The industrial parks situated in the new Member States are structured on similar lines to those in the fifteen "old" Member States and in many other parts of the world. In legislative texts and terminology, such organisations are variously designated; industrial park, science park, technology park, technopole, research park, business park, innovation centre and technology incubator are some of the terms most frequently used. However, the basic idea remains the same: facilitating interaction between science, technology and economic development and creating synergies through cooperation between business and research institutions, thus facilitating market access. In addition, parks operate by providing high-quality, specialised services, with particular emphasis on business incubation, spin-off activities and networking.

1.5 Die Parks der neuen EU-Mitgliedstaaten sind nach analogen Grundsätzen wie vergleichbare Einrichtungen in der EU-15 oder an vielen anderen Orten der Welt strukturiert. Die Bezeichnungen variieren, die häufigsten Rechtsbegriffe sind "Industriepark", "Wissenschaftspark", "Technologiepark", "Technopole", "Forschungspark", "Gewerbepark", "Innovationszentrum" und "Technologieinkubator". Dahinter steckt jedoch stets derselbe Gedanke: Der Park ist der Ort der Interaktion zwischen Wissenschaft und Technologie einerseits und wirtschaftlicher Entwicklung andererseits. Für einen leichteren Marktzugang bündelt er die Synergien aus der Zusammenarbeit zwischen Einrichtungen und Unternehmen, und für eine einfachere Nutzung zentralisiert er die hochwertigen spezialisierten Dienstleistungen unter besonderer Berücksichtigung von Unternehmensinkubation, Spin-off-Tätigkeit und Netzwerkbildung.
