But the majority in this House will welcome this opportunity to reassert their humanistic view of European integration, the integration of a Europe built on the values of tolerance and freedom and the principles of universalism -the Europe of enlightenment against the Europe of obscurantism.

Universalism, understood as orientation towards the larger whole of world and humankind, is just not inborn to human beings, so Vogel, but has still to be wrested from the human nature. For the ethical goal "mankind" and the principles of universal humanity and world-wide equality associated with it are "unnatural" and by no means innate and have culturally to be developed: "To obtain that presupposes an enormous cultural achievement, which has to be wrested from a constantly reluctant human nature." {12} On the whole there can be no doubt: The world of the myths is ethnocentric and propagates an ingroup/outgroup moral.

Ein Universalismus, verstanden als Ausrichtung auf das größere Ganze von Welt und Mensch, sei gerade nicht angeboren, so Vogel, sondern müsse der Menschennatur erst abgerungen werden; denn die ethische Zielinstanz "Menschheit" - und die damit verbundenen Prinzipien universaler Menschlichkeit und weltweiter Gleichheit - sei "unnatürlich", keineswegs angeboren und müsse kulturell aufgebaut werden: "Dies zu erreichen setzt eine enorme Kulturleistung voraus, die einer ständig widerstrebenden Natur des Menschen abzutrotzen ist." {12} Im Ganzen kann es keinen Zweifel geben: Die Welt der Mythen ist ethnozentrisch und propagiert eine ingroup/outgroup-Moral.

International social work is on the horns of a threepronged dilemma. The dilemma arises from the paradoxical directions or contradictory processes surrounding indigenisation, universalism and imperialism in social work. Cross-cultural dialogue and exchange is moulding and shaping new forms of social work (indigenisation) while social work is, at the same time, trying to hold onto some form of common identity (universalism).

Internationale Soziale Arbeit ist auf den Hörnern eines threepronged Dilemma. Das Dilemma ergibt sich aus den paradoxen Richtungen oder widersprüchlichen Prozesse rund Indigenisierung, Universalismus und Imperialismus in der Sozialen Arbeit. Cross-kulturellen Dialog und Austausch Formung und Gestaltung neuer Formen der sozialen Arbeit (Indigenisierung), während der Sozialen Arbeit ist, zur gleichen Zeit, versuchen, auf irgendeine Form der gemeinsamen Identität (Universalismus) zu halten.
