As for the rest, I should just like to add that France has indeed looked into a number of areas of reform with a view to answering the concerns behind the proposal to establish a Tobin-type tax, even if questions of how it is actually going to work remain unanswered.

While the success of the Lisbon partnership for growth and employment depends predominantly on the Member States and their determination to introduce the necessary structural reforms, the Community dimension of the strategy contributes essential value added. Indeed, maximum synergies and efficiency can only be achieved if national reform measures are complemented with action at the Community level. The policy measures presented in the Community Lisbon Programme all offer a clear value added because of action being taken or coordinated at the Community level. This added value is particularly obvious for Community policies related to internal market, to improvement of infrastructure and to creating better framework conditions for business. Much more stress must also be put on policies promoting knowledge, education and skills in order to strengthen EU competitiveness and sustainable growth while ensuring social and territorial cohesion.

Der Erfolg der Lissabonner Partnerschaft für Wachstum und Beschäftigung hängt zwar in erster Linie von den Mitgliedstaaten und ihrer Entschlossenheit zur Durchführung der notwendigen Strukturreformen ab, die gemeinschaftliche Dimension bringt jedoch einen wesentlichen Mehrwert in die Strategie ein. So können maximale Synergien und eine größtmögliche Effizienz nur erreicht werden, wenn die nationalen Reformmaßnahmen durch Maßnahmen auf gemeinschaftlicher Ebene ergänzt werden. Die im Lissabon-Programm der Gemeinschaft vorgestellten politischen Maßnahmen enthalten alle einen eindeutigen Mehrwert als Folge von auf Entscheidungen oder Koordinierung auf Gemeinschaftsebene. Besonders deutlich wird dieser Mehrwert bei den Gemeinschaftspolitiken in den Bereichen Binnenmarkt, Verbesserung der Infrastruktur und Schaffung besserer Rahmenbedingungen für Unternehmen. Einen wesentlich höheren Stellenwert müssen auch Maßnahmen zur Förderung von Wissen, Bildung und Qualifikationen erhalten, damit die Wettbewerbsfähigkeit der EU und das nachhaltige Wachstum gestärkt werden, während gleichzeitig der soziale und territoriale Zusammenhalt gesichert wird.
